Professor Philip Lane:

Despite the Central Bank not having full powers to insist on redress and compensation in cases before 2013, it is delivering and will deliver for a lot of customers. We have been able to push to the limit and beyond what we can do legally to convince the banks that it is in their interests and those of customers to make payments on a voluntary basis, even though they could have taken a legalistic approach by stating they were not going to do it.
