I thank the Governor and his colleagues for attending today's meeting. The explanation given for the system-wide issue was that it was an issue of culture. It was suggested that culture explains how 11 different banks pushed people off tracker mortgages or did not allow people back on to tracker mortgages. Unless culture operates like telepathy, that is not really a full explanation. Does Professor Lane think it is possible that there were interactions between the banks on these issues during the period in question?
