The Central Bank is of the view that certain populations of individuals should have been afforded or offered tracker mortgages but they are not on such mortgages and, therefore, they are and have been paying higher interest rates in the period post-2013. Does the Central Bank not have the powers, given the fact this is happening in real time, to impose sanctions or impose redress and compensation on the institutions?
