With respect, while the Senator's concern is the consequence, the root cause of the issue he has identified is differential pay. We are not talking about two different problems; rather, we are focusing on different components of the consequence of that problem. We have a shared understanding of the underlying concern of the section 39 bodies and their staff and service users. The only way to fundamentally change that dynamic to one which creates greater mobility or the greater desire for mobility is if we can resolve the causation factor which is a differential in pay which has now emerged.
