It is proposed as part of the solution. The problem with Cork is that it is so ancient. The pipes and underground rivers and waterways are so difficult to predict. When water comes up into people's shops and businesses, it sometimes seeps through the skirting boards. It seeps from underground and they do not know where it comes from. It also comes through the lavatory, but it is coming from under the ground as well. Therefore, it would not solve the problem entirely.
