We will have to disagree on that. My next question is for the acting Garda Commissioner. I get the impression that there is a deliberate attempt in the report to remove any possible motive for falsifying breath test figures in the hope that people will then not believe that anyone in An Garda Síochána could have falsified data relating to the number of breath tests carried out or may even have been expressly or implicitly directed or pressured to do so by their superiors. It is difficult to accept that such a widespread practice, ongoing for so many years, was not known to senior management. Action should have been taken in these circumstances, even if we are to reject the evidence in the quotes to which I referred, and accept that there was no express or implicit direction to falsify breath tests. What does the witness have to say about that?
