Under the proposed system, there is an investigation process, and it is at that stage of the process where a complaint is made. I would envisage if somebody is making a complaint, he or she will make a complaint against the contractor, the architect, the engineer and all parties, and it is up to the professional conduct committees or the fitness to practise processes in the various organisations to carry out those investigations and establish whether somebody in their system has a case to answer.
