Human rights bodies increasingly recognise that grounds-based laws actually do harm to women. The recommendations I mentioned in my paper and which are outlined in the detailed paper which the Deputy received call for first-trimester abortion on request. That is clear. The UN Committee on the Rights of the Child does not delineate the grounds. It just calls for access to safe abortion to be ensured. We are increasingly seeing a recognition of the problems with the minimum grounds approach.
