It differs depending on the European Convention of Human Rights, ECHR, laws or international human rights laws. When it comes to the latter, it is very clear that domestic law is no reason for non-compliance with international human rights law. There is, then, a right to lawful abortion as a matter of international human rights law. There is no possibility of veto as this is an aspect of a woman's right to private life, her right not to be discriminated against, and her right to health.
