I fully accept what the chairperson has said. The Americans have an expression, when one is up to one's neck fighting alligators it is very difficult to remember one came to drain the swamp. That is why I agree with Kathleen O'Toole who made the point that if one does not put in the work in advance of the appointment of a new commissioner, he or she will find himself or herself very quickly almost back at the position as that of the last Commissioner. I know it is a difficult call for the Minister and the Policing Authority to reach a position. However, I fail to see how a candidate of quality would consider a situation where he or she has been asked to apply for a job yet simultaneously be told that the job could be-----
