I could say a number of things. Regarding the word "outsource", it certainly was outsourced in so far as the function of oversight on a daily basis, which was in the original 2005 Act, was largely moved to us. That is no different from the establishment of any statutory body. If the Deputy means "outsource" in a pejorative way, I would not accept it. We were given a job to do that was not being done.
