Yes, the Senator is talking about alcolocks. They tend to work for people who really have drink problems but as soon as they stop using them, they are back drinking and driving again. These are people who have serious problems, who are repeat offenders. The evidence is that they work because the car will not start but when they are taken out again after a period, those people seem to drift back again to their old faults.
