I need to be absolutely honest with this committee. The explanation I have been given is that there seems to have been a misclassification. This raises question marks over the PULSE system and how we input into it. I was asked whether I was concerned. I am reassured by the fact that I had the opportunity to look at such a large sample but the question is very significant and it is troubling. I found that, in all cases which were examined, the powers were exercised proportionately.
