Deputy O'Connell's second question was whether the process misled the members into voting on a liberal basis. Genuinely, I do not believe that is the case. The committee has all of the material. There has been a great element of transparency about that. All of the speakers' papers went up on the website and they are all in the report. The process was streamlined and nothing was hidden. Anyone can make his or her own assessment on that. My assessment of the process is that it was fair, balanced and impartial and did not mislead the citizens.
