Mr. Mulvey was able to influence Mr. Hickey in Rio in terms of the acceptance of the need for an independent person to be involved in any investigation. It had been brokered, all but for Mr. Hickey being arrested the next morning. It appears Mr. Mulvey has a good relationship with Mr. Hickey. Would he be able to use that relationship to encourage Mr. Hickey to appear before this committee and answer some of the questions that remain unanswered?
