I agree with the Deputy's points in that regard. When the scheme was first mooted in 2008, the Department of Health promised that the individual health identifier would be introduced on an opt-out basis, which meant people would be able to choose whether to participate in it. There was never any explanation of why that commitment was later abandoned.
