One of the other factors we need to consider is that not all stays will be the same. Many stays will be short. A host in London who has lots of short stays might accommodate a business traveller who comes to town and needs somewhere to stay for three months. As such, a three-month stay would not count as a short stay, different rules would apply to it. This is sounding very complicated but I do not mean it to be.
