Why was there such a gap in filling these positions? Why did it take so long, and how can the Committee of Public Accounts have confidence that a board that does not have its full membership and to which the Minister has not bothered to make appointments to is doing its job properly, given the fact that universities and third level institutions are demanding more taxpayers' money despite all the revelations of recent times? The Minister could not be bothered to appoint people to fill the board and to have the specialist in the audit committee, among other vacancies.
