Perhaps I am missing the point then. I apologise. I would make a couple of observations. In a national procurement one is more vulnerable to that sole supplier failing. It also tends to take other suppliers out of that marketplace and so it can entrench monopolies. I would also say that subscription-based models are increasing. On what is referred to as "the cloud", that is, software as a service, we are moving from buying the software and having it as something that can be put in a machine to subscribing to it and paying for it beforehand.
