We would not be in a position staffing-wise to be able to service those kind of requirements, both in sheer volume as we would need a staffing of many orders of magnitude larger than we have but also as it happens that there are peaks and troughs in these kind of things. Having a State agency staffed to that level would be difficult and I am not sure it would even be appropriate in some cases.
