Mr. McGuinness spoke about the difficulties he has had with the Government Department regarding the €2 million in his own funds that he wanted to try to move across. Does the witness believe that it was just incompetence or a lack of time? Is it the case of a lack of staff in the Department to be able to address an issue or was it in some sense by design that they were trying to frustrate the efforts of the WDC to do what it was supposed to be doing?
