Every funding arrangement or service level agreement specifies the funds and the quantum and type of services to be provided. The individual circumstances, such as the nature of clients and the requirements for and of clients, are taken into account in arriving at the funding decisions. Every arrangement has a signed document specifying the funding and the range, type and quantum of services to be provided and is arrived at as part of a process in which the particular circumstances are examined. Every agreement in place is also a product of history. We started at a certain place but, with pay reductions, FEMPI and so on, we are now the end product of a series of processes.
