It is a very complex contract. It was delayed for both stakeholder interests and a variety of practical reasons. I do not have the details before me. However, it is a complex contract. It amounts to hundreds of millions of euro per year over several years and, therefore, there is a certain complexity to it. The reality is that it was delayed but is now in place. Had it been in place for this sample, it would have brought the non-compliance rate down to approximately 38%, which is still somewhat higher than last year but there is no great difference.
