What I am saying is that there is a strong criticism in the internal audit report which suggests that internal audit was the body best placed to do that investigative work. This goes back to what I said earlier. There was a sense that those involved would deal with it in-house and would not allow internal audit, the audit committee or the Comptroller and Auditor General to deal with it. Internal audit said that. If internal audit says that in a report, does that not concern Mr. Dunne?
