On the proposed legislation, are we, to put it in layman's terms, trying too hard to put those concerns into legal terms? Is it the case that, legally, we do not need to say as much as that in order to actually vindicate those rights for people? Am I correct in stating that it is not necessary to specifically mention residency or all citizens of Ireland in that scenario in order to ensure that this constituency-----
