Timing is an issue. I refer to people on the islands. Even if there is a difference of only one day between when they vote and the national vote takes place, they sometimes feel they may lose something in terms of what happens at the end of an election campaign. Did the witnesses include time considerations in a system where votes would come in from all over the world?
