They are all questions that need to be answered. That is why we identified some of these matters in the options paper. There are different experiences around the world. The UK uses local authorities for registration purposes. Other countries, like Australia, New Zealand and Canada use a central body. Different methods are used around the world. We need to decide on the most appropriate one for Ireland.
