Before we would engage with directly with the Comptroller and Auditor General it would be necessary to continue to explore the reports and to establish some of the answers to the questions. As has already been stated there are complex legal issues in that regard. Even if we had informed the Comptroller and Auditor General in 2008 those legal issues would still have to be addressed. The plan of action was to try to resolve the issues and establish answers to the questions that were being raised.
