I will go back and deal with the question on regulation from Deputy Donnchadh Ó Laoghaire. The main point about regulation, which the Health Information and Quality Authority, HIQA, brought up recently before the committee, is that it only goes so far. We support a certain amount of regulation. However, while one can regulate for infrastructure elements, one cannot regulate for the qualitative aspect. It is about quantitative versus qualitative and what one can and cannot regulate. Some of it cannot be regulated. It is not a panacea for everything. While we support HIQA in its drive to have regulation, it is only one element.
