There was a view that the report did not represent their understanding of the reality. I would not put it any more strongly than that. Barry McGee's report was passed around at the meeting and was appended to Mr. Ruane's letter of recommendation of what the Commissioner should do. The discussion was around whether the report was overly critical of the scenario.
