After the meeting on 29 September I felt I had made a particularly careful case as to the risk of either not moving with sufficient élanor seeking to put this under a bushel. Deputy Catherine Murphy asked me earlier about the nature of the documentation. At this point in time, I genuinely believed that the light had been shone on this and we had to go forward and deal with it transparently, which can be seen from the notes I have circulated. When this began, my thoughts were that there was only one way to deal with it. We would deal with it openly, transparently and with the stakeholders. That is referenced in my discussions on 2 July at the very first meeting and in the cover note to my report on 6 July. My concern was that the transparency might not have been appreciated in the same way by others. That was my concern.
