It has been said - and it would appear to be the case on the basis of various letters from Mr. Culhane- that the Department of Justice and Equality was aware of the set up in Tipperary regarding the restaurant. Perhaps collusion is the wrong word but the Department was actively aware of how public money was going into the restaurant and that there was a "co-mingling" of funds. The Department was actively aware of that.
