Mr. Barrett's note reads:
Mr. Howard advised me of his deep respect for the Garda Organisation and of his close personal relationship with the Commissioner. He clearly advised me of his instinct as a 'life long civil servant' to avoid matters which could give rise to embarrassment and controversy.
