If the training had been run at the time that it was supposed to run, by the end of seven months, the person should have been at least half-trained. What happened was that the training, depending on who one listened to, was running well behind. There was a row going on on the ground in Florida between PTC and Florida Institute of Technology, FIT, which is the company in Florida. It had not been paid by PTC in quite some time and it only subsequently came out that there had been a number of cases over the previous nine months when training was stopped because payment had not been made by PTC. There were clearly issues over cash in that period of time as well.
