That is the reading we have taken. That is the reading the legal people have taken. Two professional lawyers, who appeared before the committee today, said the Bill was unconstitutional and would be hard to work out. These are the implications of the Bill. That is why it has taken us time to prepare the Bill. We are confident it will not be proven to be unconstitutional, unlike the Sinn Féin Bill.
