I thank Deputy Cullinane for his comments. Before I invite members to put their questions, the committee as a whole is in agreement that there is an issue around if-and-when contracts and zero hour contracts. The fact that the Government has published heads of a Bill on the issue in the past week supports that there is an issue. I agree with Deputy Cullinane that some of the organisations who appeared before the committee were of the view that there is no issue. Every member of the committee agrees that there is a problem in this area. Senator Reilly has asked me to pass on his apologies. He was here for the first session of the meeting but he had to leave to go to the Seanad.
