We have read some of the generalities relating to it. The three hours issue came up in interviews for our report and in international evidence relating to people doing zero hours work. People could be called in and let go easily without any compensation. One of our recommendations is people should get a three-hour minimum payment for procession of work. That is the practice in countries such as the Netherlands and Germany. We are concerned about one or two of the Government's proposals regarding how to address whether someone should be given hours.
