In so far as the issue of the semen from dead dogs was concerned, it was the non-application of regulations since 2005. It was quite an intractable situation so what we said was, "Look, this rule has to be either changed or implemented." At the time, the decision was to change the regulations. That could not be done retrospectively. We did take a number of steps on foot of what Mr. Moore said.
