I tend to agree. However, I took part in the discussions on the programme for Government through which the need for a Department to cover rural and regional affairs and a Department to cover housing was identified.

That necessitated some of the change that did happen. Climate action and climate change have come to the fore in recent years and it was considered that the previous Department which had responsibility for local government and the environment was too large and had too many issues to deal with. That was part of the reason but I accept that it does not always make for good governance, certainly at the initial stages when Departments change. The functions within the Departments are reflected in the name changes that are part of the amendment.
