Instead of having a number of discrete, separate stand-alone steps in the asylum and protection process, applicants are now required to put all their case upfront at the start. So they can apply for asylum; they can apply for what is known as subsidiary protection, which is a protection which is slightly less than asylum; or they can apply for leave to remain. All of those are concerned in one step. Hitherto the situation was that one applied for asylum; one appealed a negative decision; and one then moved on to the subsidiary protection.
