For the schemes where there is an open bidding process, does the Minister of State give the same amount to each county, irrespective of the size of population? Will he give a county in which there are only 2,000, 5,000 or 10,000 people in a CLÁR programme area the same amount of money as a county in which there is a big population in a CLÁR programme area such as County Mayo where virtually all of the county is included in the CLÁR programme, except Westport, Castlebar and Ballina? How is he operating the scheme?
