Mr. John Barrett:

I believed that my staff should read it and they all did so. On 20 September, having read the interim report, I wrote to Mr. Cyril Dunne pointing out that there were lessons to be learned from it. That is where I recount the events of 27 July and draw certain conclusions from it.
