We do not know why it was established but clearly it was established for a particular purpose, which was to become involved in the development of sporting facilities. The financial regime that was put in place around that was put in place for a particular purpose. Clearly, when one looks at the movement of moneys, especially during the period of accelerated recruitment, large surpluses became available.
