The Dutch are changing their system for various reasons which I am not in a position to outline. Areas that one would consider would be the impact on construction sites, the time impact, the responsibility and costs associated with that and the costs incurred by the State. While it may be a low cost for the private sector to engage, it is a significant resource requirement which would have to be taken into consideration. Maybe that is the position facing the Dutch authorities.
