I appreciate that but I am looking at this from an independent point of view. The assigned certifier constitutes self-regulation from the local authority side. Does Ms Neary understand the point I am making? I am differentiating there. I believe the assigned certifier constitutes self-regulation. Third party regulation is what the Department is doing. Ms Neary said that there are seven key stages in a simple building and that there could be 15 stages in a more complex building. Those 15 stages are not being inspected, only one or two visits may be made to a site. That is the point I am making.
