We have two parallel processes now. We have this Bill, which is going through the Oireachtas, and we have the access programme. What people outside of this room want to know is which is going to achieve the objective more quickly. I do not know whether the Department is going to support this or is going to leave it to go to committee and try to amend it. I do not have the answer to that. Does Mr. Lennon know what the Department is doing on this Bill?
