We do not see it in the report. Those caught at the lower levels are generally compliant. I am reluctant to use the term "strayed into", but that is what happens in many cases. They are trying to be compliant, but they are still slightly over the limit the morning after when they return to collect their cars because their bodies did not react as expected to what they consumed the night before. I suspect that the wrong people are being targeted by this legislation.

There have been 186 or 187 fatalities on the road. If this legislation is enacted and has any effect, which we dispute, it will only affect 1.3% of those fatalities.
