What I actually said, and I would prefer if the Deputy quoted what I said rather than what he thought I said, was that there was no evidence in this report on which the Minister is relying that alcohol was the cause of any of the accidents between 51 mg and 80 mg. What is very clear in this report is that there was a presence of alcohol but what is also in it is that there was a combination of other factors, including drugs, fatigue, distraction, seat belts and so on. That is what is in the report and that is what I am quoting.
