It was done as part of the negotiation between the company and the financial controller. The conditions are clearly laid down in the IP policy that the institute seeks to receive 12% but it is a point of negotiation. It is a value judgment. One decides, taking all things into account, what is the best possibility of the institute getting a return on its investment. We have two objectives as an institute. The first one is the development of the institute and the second one is the economic development of our region. When one enters into negotiations one considers both of those.
