I am saying it is virtually impossible to police what the Deputy is suggesting. He is suggesting that gardaí will have to walk into wherever there is a group of people and go from one to the other asking, "Do you have a doctor's certificate?" There could be a guy there who does not have one who is using it for recreational purposes. He is just having fun he is just getting a high for himself when the alleviation of pain is a serious issue for other people. I do not agree with that at all. The crossover is wrong there and we need to avoid that.
